Deputy Oleksandr Dubinsky (from the Servant of the People party), former employee of 1+1 TV-channel, failed to amend bill No. 2317 on nullification of excise taxes on aviation fuel. The only aviation fuel producer in Ukraine is Kolomoiskyi’s Ukrtatnafta, while its largest consumer is Kolomoiskyi’s UIA.
Business.Censor reports, that according to the comparative table disclosed before the second reading of the said bill, Dubinsky submitted two amendments in different editions at once. They provided for the introduction of a zero rate of excise taxes on aviation fuel instead of the current €21 per 1,000 litres, in case the intended use of the fuel was confirmed. Otherwise, the rate, at the suggestion of Dubinsky, should be €270 per 1,000 litres.
One of the amendments (No. 45) provided for the excise taxes to be zeroed exclusively, and the other one (No. 67) further described the mechanism for controlling the targeted use of the jet fuel via tax bill issuance. In the preparation of the bill for the second reading, both amendments were rejected by the Tax Committee.
As People’s Deputy Nina Yuzhanina noted before the voting, the bill contained a lobbying norm in favour of the only aviation fuel producer in Ukraine, i.e. Kolomoiskyi’s Ukrtatnafta. After that, the deputies refused to vote for the law as a whole and filed it for the preparation for the second hearing in shortened procedure.
