Ihor Fris was born on September 29, 1973 in Ivano-Frankivsk.

In 1998, he graduated from Vasyl Stefanyk Precarpathian National University with a degree in law. Then for 20 years, he worked as a private notary in Ivano-Frankivsk.

During this time, Ihor Fris invested in the hotel business. His family owns three hotels in Ivano-Frankivsk: Krepdeshin and ZimaSnow Ski & Spa in the resort Bukovel and Under the Temple in Ivano-Frankivsk. According to media, Fris is a longtime friend of Oleksandr Shevchenko, Bukovel's managing partner. Ihor Fris was also an aide to Shevchenko during his term as deputy in 2014-2019.

In 2019, in the early elections to the Verkhovna Rada, Ihor Fris was elected a deputy in 84 constituencies in Ivano-Frankivsk region. In the parliament,  he works in the Committee on Legal Policy, heads the subcommittee on the activities of the judiciary, penitentiary and probation.

Ihor Fris is connected by long-term relations and family business with Oleksandr Shevchenko, Kolomoisky's partner in Bukovel's recreational business. He has access to insider information — he told once how Ihor Kolomoisky and his friends celebrated the New Year in Bukovel.

During the vote on the ‘anti-Kolomoisky law’ #2571-д in the first reading, Ihor Fris was absent. During the second reading, he voted against the law.
