Ruslan Arsirii has indefinitely been the judge of the administrative court since 2007.

He is one of the richest employees of the court—his personal savings exceed ₴11 million. Also, in 2017 his undeclared house was found.

Ruslan Arsirii was a member of the panel of judges that ruled in Case No. 826/20288/16 regarding FC Dynamo Guarantee Fund. FC Dynamo has challenged its recognition as of persons affiliated with the owners whose deposits were subject to bail-in—forced conversion into the authorized capital of PrivatBank prior to its nationalization. At the time when Privatbank belonged to Ihor Kolomoisky and Gennady Bogolyubov, FC Dynamo was serviced by Privatbank. This case is considered one of the cornerstones in challenging the bank’s nationalization process.

Ruslan Arsirii also served as a judge-rapporteur in Case No. 826/1198/18 when PricewaterhouseCoopers (Audit) challenged its exclusion by the National Bank from the register of bank auditors. Earlier, in 2017, the NBU revoked the firm’s certificate as a banking auditor because the company was unable to identify PrivatBank’s risks as well as inaccuracies in the information provided thereto regarding the size of the loan portfolio, regulatory capital and other criteria. The panel of judges, led by Arsirii, has renewed the status of PricewaterhouseCoopers (Audit) as an auditor.
